Massachusetts inspects under 105 CMR 590, which adopts the FDA Food Code, and the Food Code cares about one number: the surface of the plate has to reach 160°F. A hot-water machine gets there with roughly 165°F wash water and a final rinse between 180 and 194°F. That rinse normally comes from a booster heater, a separate appliance downstream of the building's hot water. So a machine that "does not sanitize" is often not the machine: the booster is not making temperature, or the water reaching it is arriving cold. A low-temp machine sanitizes chemically at 120 to 135°F instead, and there the concentration, the sanitizer pump, and the feed tubing are what pass or fail the test strip.

Temperature readings depend on how the machine is used, not only on its parts. The first rack of the day runs before the tank has fully warmed. Racking fast drops the wash temperature as cold dishes enter the water. Steel and ceramic absorb heat differently.

Diagnosis follows the machine's sanitizing type: the heat path on a hot-water unit, the chemical path on a low-temp unit. Applying one to the other wastes the visit.
