It depends on which district. Beacon Hill's guidelines require HVAC equipment to be invisible from any public way, with no seasonal exception. Back Bay allows individual window units May through September without commission approval and pushes permanent equipment to the uppermost roof. The South End bars compressor units from front yards. Approval is the owner's or association's to get; we can say where a unit could physically sit.
The city's own rule lets a vehicle that meets its commercial-vehicle criteria stand in a resident zone while doing legitimate work inside a building, for a limited time. That is the city's rule and it is read narrowly, so a long install is different from a repair call. A driveway, an alley or a loading zone next to the door still beats it.
Not in the design-review sense. The Boston Landmarks Commission lists its districts and the North End is not among them, so nobody signs off on an outdoor unit the way they do on Beacon Hill.
